These are not sample figures. Every listing live on the site that day was counted, so there is no margin of error. The title-deed and mortgage badges, however, are set by the seller and verified by no institution.
As the price falls, the mortgage disappears
Of the 56,797 flats listed for sale nationwide, 44.3% say they qualify for a mortgage. Split by price band, the picture changes. In the cheapest band, which is exactly where a first-time buyer is looking, only one flat in five can be financed through a bank.

The one-room flat is the narrowest door
The same pattern repeats by room count. Only a quarter of one-room flats qualify for a mortgage, roughly half the rate of three- and four-room flats.

The growing half of the market is new build, yet old build leads on paperwork. Almost every old-build flat states it holds a title deed, while one new build in four does not.

The gap between districts
Baku accounts for 95.3% of flat listings. Inside the city, a buyer's chance of financing a home through a bank varies by up to a factor of two depending on where they are looking. Pirallahı, Xəzər and Qaradağ carry so few listings that their shares move on a handful of ads and should not be read as comparisons.

Key findings

The cheaper the flat, the rarer the mortgage
Of the 56,797 flats listed for sale nationwide, 44.3% state that they qualify for a mortgage, and 95.3% of those listings are in Baku. Among flats priced up to AZN 100,000 the share falls to 20.1%, while between AZN 200,000 and 400,000 it rises to 49.0%. The buyer with the least money is looking at the narrowest market, with choice cut to roughly one listing in five.

The one-room flat is the hardest case
Only 25.4% of one-room flats qualify for a mortgage, against 47 to 48% for three- and four-room flats. One-room supply is thin as well, at 2,556 listings. The segment a first-time buyer is steered towards is both the smallest and the least open to bank finance.

New builds are weaker on paperwork than old ones
98.7% of old-build flats state they hold a title deed, against 74.6% of new builds. The new-build market is two and a half times the size of the old one, 40,687 listings against 16,111. So in the growing half of the market roughly one flat in four has no deed ready and the buyer has to wait for it.

A buyer's odds change with the district
The share of flats stating they hold a title deed is 90.0% in Binəqədi and 89.1% in Yasamal, against 46.6% in Sabunçu. On mortgage eligibility Binəqədi leads at 53.0% while Abşeron trails at 29.1%. Within one city, a buyer's chance of financing a home through a bank varies by up to a factor of two depending on where they are looking.

Nobody verifies these flags
The title-deed and mortgage badges on a listing are set by the seller. No portal, bank or state body confirms them. Every figure above therefore measures what sellers declare rather than the legal state of the market. The real position is unlikely to be better than the declared one, because adding a badge makes a listing more attractive and leaving it off takes a reason.

What can be acted on tomorrow morning differs depending on who is reading.
If you are house-hunting
A listing page will not tell you any of this, so knowing it before you start saves both time and money.
- Do not budget on the interest rate alone. Mortgage-eligible listings are scarce at the cheap end, so the cash share you actually need is larger than it looks.
- The deed and mortgage badges are the seller's claim, not a guarantee. Make your first question whose name the deed is in and from what date.
- One new-build listing in four does not state that it holds a deed. Asking before you go to a viewing saves several days.
- Moving one district over widens the field. The deed share is 46.6% in Sabunçu and 90.0% in Binəqədi.
If you are a bank
A mortgage application is not always lost on the borrower's income. Sometimes the borrower passes and the property does not.
- 55.7% of flat listings carry no mortgage badge, so even an approved applicant can struggle to find eligible collateral.
- The cheap segment a subsidised product is aimed at is where supply is thinnest, at 3,056 listings of which 20.1% qualify.
- Letting a customer check collateral eligibility before applying stops them assembling paperwork for nothing and cuts the rejection count.
If you are a developer
Getting the paperwork done looks like a job for the legal department. It acts directly on sales velocity.
- 25.4% of new-build listings do not state that they hold a deed. For a buyer who needs a mortgage, that listing closes before it is read.
- The deed share in old builds is 98.7%. So when a buyer is shopping for paperwork, the competition is the existing housing stock.

Everything except the owner-versus-agent split is a full count, meaning every listing live on the site that day was counted. The owner split is estimated from a random sample with a 95% interval, because the site offers no filter for it.
